Is the GCC single currency DEAD?!

The GCC single currency was supposed to be implemented by 2010, however, this date will not be met

After Kuwait last sunday broke its currency ties with the dollar and returned back to basket of currencies, while all other GCC countires currencies are tied with the dollar. Oman also announced that it will not join the single currency.
