Is this the world's shortest double yellow line?

Apart from the brightly coloured roadster which Noddy uses to drive his
friend Big Ears around Toyland, it is hard to imagine what vehicle
could fall foul of this set of double yellow lines.

Their total length is a mere 38 inches, less than a third of the average car.
