Many Sex Offenders in South Texas Fail to Register

While more than half of these offenders have targeted children (63%) the Justice Dept. shows that only some 5.3% re-offend. What Justice Dept. figures fail to take into account is that the average child sex offender can go through a very large number of children before they are caught. Secrecy is the primary weapon of a child molester and children are extremely vulnerable to psychological black mail. The child sex offender tends to gravitate to children in almost all areas of their lives and they are very adept at rationalizing their actions. Of all criminals, these obviously present the greatest danger to children.
