connection with the Pearl Harbor attack, all blame for the mistakes
which were apparently made, must fall upon the Army and Navy. As the
President was in complete control of the whole situation, the Army and
Navy in Washington were merely obeying orders, and the Hawaiian
Commanders were the victims of those orders."
