The Sealing of New Delhi is happening right now. I just spoke on the phone with my mother who is in South Delhi, near Alaknanda Market. Here is what she told me:
There has been sporadic violence and rioting for the past few days. Today there is no one on the streets, no cars, nobody is going out. They don't know what will happen. There is no official curfew but Delhi has girded its loins and is prepared for "something" to happen as the authorities begin to demolish unauthorized retail outlets, small shops and shacks along the roads in the residential neighbourhoods, which clog traffic and create chaos.
The residents of New Delhi, at least those my mom spoke to, realize the inconvenience but appreciate the future cleanliness and order.

Why is this happening?

They're cleaning up the roads and the sidewalks in residential neighbourhoods. The majority of this construction is usually illegal or unauthorized in areas where there shouldn't be commercial outlets.
