NEW ORLEANS - Paul Pablovich was the very picture of a good neighbor as he shoveled debris off the curb and mowed other people's lawns in Lakeview, a middle-class section of town that was swamped with 15 feet of water during Hurricane Katrina and is now a patchwork of gutted and newly built homes.

But he wasn't doing it entirely out of the goodness of his heart. He was protecting his investment.

The success of many in Lakeview, though it was actually hit harder by the flood than the more publicized areas, shows that they aren't waiting for the government or any other agency to 'bail' them out.

René, the headline is great, the story is brilliant. Thanks! Teh famous American can-do spirit is sparked when you realize that nobody is coming to help you, and you have to get on with some DIY.

This is happening all over the area. St. Bernard Parish is one of the areas were they did not wait for help before starting to rebuild and help their residents. I think it was the sheriff who ordered trailers immediately, not waiting for anything from FEMA or any other agency.
