New York City will soon be known as the city that bans everything. So far, it's banned public gatherings of 50 people or more,
dancing in ordinary bars and restaurants, listening to iPods while crossing the street, and now it's banning people from saying the N-word. Although the moratorium will not carry a penalty, it's meant to encourage people not to use the racial epithet, whether or not it is used between blacks or directed towards them.
*The word “nigger” will no longer be tolerated in New York City after its legislature voted unanimously Wednesday to ban it.

If there is no penalty, how is it a moratorium? Do they really think they'll get the kids from Gowanus to stop calling each other "nigga"? I remain unconvinced. Whilst I detest the word and never advocate its use (or any other racial epithet), I also understand that the cultural change suggested by NY's legislature cannot come from the top down, but from the community up.
