I saw an article that I could like to put in NP. However it was published by a TV station and clearly says that it is covered under the copywright law and can not be copied or distributed. Is it allowable if it is highlighted and the URL is listed?

Yes - as long as it is in highlight so there is a link back, and the entire article is not reproduced here, it's ok

YouTube videos are fine, the only thing to watch out for is when posting a news video (for example from the AP). If an Associated Press video has been put up by the Associated Press on their YouTube account, then it's ok, as that means they want it to be shared across the web. If it is put up by any other member, then they probably don't have permission to stream it, which means we shouldn't upload it to NowPublic.
