This fridge appeared on the street a few days ago and has become a tourist attraction in the French Quarter. For those non-residents, NOPD is an acronym for New Orleans Police Department. More recently it has come to mean "not out problem dude" There has always been a great deal of distrust for the police in New Orleans. After a slow government evacuation and relief response during the aftermath of Katrina, things have only gotten worse. Hopefully the attached article can help in illustrating a frustrated citizen's feelings.
