Now U.S. troops need to be transferred out of South Korea

I recollect that a 'plan' is in place for reducing the presence of U.S. troops near the demilitarized zone between South Korea and the north, moving them out of what would, after all, be the most contested territory if Pyongyang should decide to invade or otherwise attack the south: U.S. forces are in effect stationed where they are to necessarily and immediately involve Washington in any war.  Now that Seoul has refused to cooperate with the interdiction of North Korean shipping "suspected of carrying unconventional weapons or related cargo", well, hasten the process of removing American forces from its defenses.
