The Vancouver Sun stated the following: The man gunned down in front of his mansion Saturday night was a
"top, national-priority organized-crime target" of the RCMP, The
Vancouver Sun has learned.

Forty-five-year-old Hong Chao
(Raymond) Huang, a leader of the notorious Big Circle Boys gang, was
believed to be a major player in the Canadian drug trade, involved in
heroin, synthetic drugs, importation of precursor chemicals and more,
police sources told The Sun on Monday.

Huang's name showed up in
connection with almost every major organized-crime file in the country,
but he was always "very well-insulated" and therefore never charged in
Canada, the sources said.

 A native of China, he is believed to have been in Canada for the past
10 years and has criminal ties to Toronto, the United States,
Australia, Hong Kong and China.

Yet again in as little as a few weeks another hit has taken place, not in Whalley, but in tony upscale Shaughnessy, a neighbourhood far removed from the seedier side of crime, or one has thought until now.

Fanning of the Vancouver Police stated to the media that Huang was not known to Vancouver police. This certainly contradicts the RCMP who state Mr. Huang was a top member of the Asian organized gang "The Big Circle Boys".  So one must ask themselves, are our Vancouver Police (VPD) not talking to other Police Agencies when getting their facts straight. One wonders why murders are not getting solved as quickly as they should be, when VPD clearly do not have the information at hand.

VANCOUVER - The 10-year-old daughter of a man gunned down outside his Shaughnessy home on the weekend called 911 to say that her father had been shot, police said, describing the grim circumstances surrounding the city's 18th homicide of the year.

The victim, Hong Chao "Raymond" Huang, was fatally shot on the sidewalk in front of his house in the 3800 block of Cartier St. shortly after 11 p.m. on Saturday, Vancouver police department spokesman Const.

Tim Fanning, said at a Sunday afternoon press conference. The 45-year-old man died at the scene, Fanning said.

"We believe this is a targeted attack because of the type of attack that it was, because of the way this man was shot outside of his house," said Fanning, but added Huang was not known to Vancouver police. "We believe he was either being followed or the suspects were waiting for him."

 Fanning said police will be examining surveillance footage taken from the victim's home as well as footage from security systems at neighbouring houses. "We leave no stone unturned when it comes to this."

On Sunday, officers scoured the grass near the gate of the multimillion-dollar home as neighbours, media and passersby stopped to watch.

Forensic investigators wearing blue gloves swept their hands through leaves, before taking a metal detector through the area, looking for shell casings since multiple shots were fired. A white tarpaulin was spread out in front of the gate.

Charles Snelling, who lives about six blocks away, said the scene was unusual for the upscale area.

"This is not where you expect shootings," said Snelling, observing the taped-off area. But he added: "You don't know what's going on in a lot of these big houses."

Judy Dale, who lives half a block away from the large yellow-painted house where the shooting took place, said she was not surprised someone had been shot in the usually quiet Vancouver neighbourhood.

"The city has changed, even in this neighbourhood," Dale said, as she stood across from the street from the cordoned-off crime scene. "It's unfortunate."

Dale said she was at home when she she heard seven or eight gunshots Saturday night.

"I heard what I thought were leftover fireworks from Halloween but it was too crisp and clear," she said.

When she heard police arrive minutes later, she said, she realized the noises were gunshots. Amanda Lee, who lives next to the victim, said it was "pretty unusual" to have a shooting in the area, although in July a home in the 1100-block of Laurier Avenue, a few blocks away, was targeted in a drive-by shooting.

Lee said the man and his family - a wife and daughter - had moved in about two years ago and had two dogs, a German shepherd and a chow chow.

"They didn't really say hello or anything," she said. "They were pretty reserved neighbours."

Nelly Nardelli, Madeline Meikle, and Ana Rezao, all 14, said they were babysitting in a home one block away from the victim's when they heard the gunshots.

"It's scary. It's nerve-racking," said Meikle, standing across the street from the victim's home Sunday.

Nardelli, who lives two blocks away, added: "It could of been my house. It's so close."

Fanning said police don't know if Saturday's shooting is related to recent shootings in Vancouver, since these have typically involved people who were known to police. Huang has no record, said Fanning.

"We've seen a proliferation of people shot in the city out in the open, you know residential streets and restaurants," said Fanning. "Finding out why he was shot helps lead us to who maybe shot him."

He said people everywhere need to be on the lookout for crime.

"It can happen anywhere at any time," said Fanning.

VANCOUVER -- A high-ranking member of the notorious Big Circle Boys has been gunned down in front of his mansion in Vancouver's upscale Shaughnessy.

Vancouver Police say Hong Chao (Raymond) Huang was shot numerous times in an apparent targeted murder Saturday night.

Huang's 10-year-old daughter called 911 to say her father had been shot. He was dead when police arrived. Numerous shell casing littered the ground.

Huang, 45, was a top member of the Asian organized gang, an RCMP source told The Province last night.

"We know the name. You would rank him as a Dai Lo (Big Brother) ...somebody of influence who could organize stuff and make things happen. He is quite high up there," said the source.

The Criminal Intelligence Service of Canada lists the Big Circle Boys as the main Asian organized crime group in B.C., dealing in credit-card fraud, loan sharking, drug smuggling and counterfeit goods and currency. "He is known to keep a low profile, driving around in small cars," said the source. He said he believes that Huang is on the radar of some Vancouver police and RCMP officers after being linked to "one or two" money seizures involving amounts between $70,000 and $100,000.

Meanwhile, Vancouver Police spokesman Tim Fanning said he doesn't believe Huang is known to Vancouver Police. He said investigators will start comparing notes with other jurisdictions today. "Ultimately, we're looking for a motive. Part of our investigation will be to speak with other
police agencies, both in Canada and abroad. We'll certainly check if this is tied to other shootings," said Fanning.

Huang was returning home, and police believe the killer or killers either lay in wait or had tailed him. "It looks like he was coming home -- he had just parked his car," said Fanning. "He was either followed, or they were waiting for him. This is a startling and horrific attack in this neighbourhood."

It was Vancouver's 18th homicide of the year.

Final Thought 
Perhaps these recurring events will afford Public Safety Minister John Les, Police and Bureaucrats to scramble for larger Life Jackets and speedier paddles for the upcoming creeks without a paddle story when they again state to the media their ongoing belief to the Public that Crime is targeted towards Criminals and the public has little to fear being killed, though these murders are becoming more public and taking place in public places where the public just happen to reside or frequent. 

One wonder if criminals are known by police and some charged or convicted, why are they not deported immediately after time served, assets seized. Currently it seems these gangs seem to proliferate at an alarming rate with no end in sight.

The Vancouver Sun stated the following: The yellow-and-blue home, assessed this year at $5.2 million, is not
officially owned by Huang, but registered to a retired person named Mei
Zhen Wang, who shares the same home address.

Wang became the
registered owner of the property in June 2006 after paying just one
dollar, according to land-title documents, suggesting a transfer
between relatives.

The previous owner was listed as Gui Yang Yuan,
who bought the house in 2003 - around the time Huang moved into the
neighbourhood.

What boggles the mind is how this man came to live in Canada? Much less live in a 5.2 million dollar mansion, purchased by his Mom for a dollar. Yeah Right, happens everyday around here I am sure.

Such refreshing rhetoric coming from these groups, so unaffected by such murderous events.

Something certainly smells fishy in the Canada Customs and Immigration Department and why Liberal Policiticans at the time let this man into the country in the first place, especially knowing his criminal past for the 10 years he has been in Canada. Certainly disturbing.
