This has been a nasty issue and coming on the eve of the election is bound to raise tempers.

A three-judge panel on Friday refused to appoint observers for Tuesday's election as a remedy for what the Justice Department called the city's abysmal record of meeting its obligations to Spanish-speaking voters.
