Persona Non Grata: Banned from Campus

This little tidbit showed up in the newsroom this morning: University of Northern Colorado's Police Department had published a list of banned persons, people not allowed on to campus for various reasons.
What fascinates me about this list is how the individuals pictured don't look like they're posing for a mugshot; were they students? Why were they banned? The campus police include contact information should a student come across one of these PNGs, but no indication is given why these people are banned in the first place. Is general shiftiness actually an offense?
Does your campus have a list like this? Is it public? Is it useful? Has it been around for a while, or was it put together after the Virginia Tech shootings?

In answer to your question, Jordan--it's totally about Virginia Tech.
It's interesting how the campus' site posted this list at a link from their main page. A Denver Post article states that "Some
of those banned complained about a link on the college's home page to
the list, which says: 'Read about how the University of Northern
Colorado is responding to the Virginia Tech tragedy,' the April 16
slayings of 32 people by a student."
The list may have existed before Va Tech, but the context is certainly different now. I recommend looking at the article for more info.
