After All The Major Headlines - Same Old Texas Youth Commission Continues On
Everyone thought the Texas Legislature changed TYC! What a joke. Some good changes have occurred. Many things still need to be changed. The good ole boys from the Texas Department of Criminal Justice and the good ole boys from the Texas Youth Commission, turn out to be good friends. Suprise! Lets cover each others backs, again. How can any real change take place with this relationship? Some of the worst administrators in TYC have been promoted. Some are known child abusers. Will the trickle down policy effect their subordinates? Those who know their bosses are abusers, have no incentive to treat youth or employees right. How did these people get promoted? Someone needs to look at who is promoting these people to responsible positions over our troubled youth. TYC will soon be back where it was five years ago, with these people in charge.
There are secret youth now in TYC. Similar to the 007 model? Selected youth are being placed to watch and snitch on other youth and employees, according to respected sources. This could be dangerous to these youth and also a violation of law, by the powerful TYC management. Juvenile CIA-type kids, working undercover, in secrecy. Will it work? Probably not. Will the family of these youth placed in danger, know about this? Probably not. Youth moved about in secrecy; sounds like the situation at the West Texas State School, where administrators were having sex with youth, under strange circumstances. It took my book to help bring all this to the public's attention.
The feds and state authorities have all skirted the sexual abuse cover-up issue. Perhaps the coming trials of the sex offenders will provide more details. So much has been pushed under the rugs, after the sex scandal, who knows what will follow. Some big names were involved, so much of the story may just dissapear. The road appears to be going down, rather than up, with this entire state scandal.
It seems some of the higher-ups in state government are at odds also. Some are close friends with TYC management; while others want more changes at the corrupt commission. Before they had meetings about this affair, together. Now, they meet separately. No one wants to upset the others getting at the truth and making real change ? If the top government folks can't get along, how can they correct an out of control state agency?
Bronte, Texas. Youth living in squalor. Another example of the continuing TYC saga. Another example of TYC mismanagement. More glowing reports to cover for the horrors youth were forced to live in. More altered reports; top management saying they just didn't know! WOW. Hasn't the public heard this one before? Is this a re-run? Does the public have to pay again because of this rogue and out of control agency? TYC has long covered for inadequate contract placements. Their bizarre activities allow youth to mingle at will and have sex, with drugs readily available. People in contract placement make big bucks and are concerned about profits more than the safety of youth in their care. The youth, their families and the public get ripped off and have to pick up the pieces of shattered young lives. I conducted investigations of contract placements as inspector general and discovered and reported many serious violations. Sex again; sex all over the place. Drugs available everywhere. Kids love to go to placement for the free sex and drug parties. TYC knows about these activities but because of the close relations of their staff, no one wants to upset anyone and perhaps lose a contract. TYC will not do anything until the situation is so serious that the public demands change. Then TYC usually over-reacts and good employees get caught in managements madness. TYC does not like to upset contract placement administrators, so youth are sacrificed, in some cases to keep the peace in Austin.
The lives of troubled youth are less important, than smooth relations with counterparts in TYC. It's in TYC history and reports over the last few years. Who is being paid off? Who works for who and which staff are ex-TYC employees working now for TYC contract placements? As usual TYC will blame the lowest level staff, or youth if possible, rather than accept the blame where it belongs - at the top. The last TYC administration just didn't know what was going on...now the 'reformed administration', also just doesn't know what is going on. The makings of a soap opra?
How about the out-break of scabbies at the Mart TYC facility? This has been kept quiet from the general public. Two hundred youth were relocated from the unsanitary area. How did this get so far out of control? Where was TYC management? Where was the medical treatment for these youth before it got out of hand? After Bronte, administrators were hiding in their holes; even forced the moles to relocate. The horrors must once again be veiled by management, or the public will become outraged.
Watch for the documentary that is coming out about the entire TYC nightmare, that caused national attention. The whole criminal justice system has been effected by the corruptive actions of this select group of leaders. If the top TYC people are ever prosecuted, perhaps real change will occur and we can see the results in the film. Of course if the fix is in, as in many cases with top ex-leaders, they may all get a slap on the hand, and be given secret pay raises for their inconveniences. The criminal justice system sometimes works best for criminals. When top people are in trouble, the race cards or skeleton cards come out. Who plays the game the best? Who is covering for who, to protect their own cards in the dark closet.
How about using chemical spray on these youth? It is against their own policy and the law, but does that make a difference to TYC management? As the previous management did before, the 'reformed management' does as it pleases; law or not, it appears! The legislature and state officials can't fire their own personally selected administrators, or can they? Will they? Do they have the grit to take really effective action to ptotect our young people and state employees? Which are the best criminals to leave in charge of the other criminals? Gee, and we thought the problems had been resolved.
How about the West Texas State School, again. Both top administrators supsended without pay, with a recommendation for termination. Perhaps they deserve it. One of the men had been at WTSS five times! We joked about him leaving so often and returning. I guess the fifth time, was his expiration date. There was a bomb threat to the facility, and neither top boss could be contacted for over four hours. During an extreme emergency, where were these two people? Has anyone noticed who is being fired and who is being promoted and covered for; even known child abusers? Is this a trend? A previous abuser was placed on probation and then promoted. Now it has happened again, at least once. Should we not question this activity by the uppers? Is this payback?Some of their own were involved in past bad activities, but lets not upset the cart. As TYC usually does, just pretend all is well.
Did you see the Texas Rangers carrying all those bags of letters, that were supposed to be given to youth? It seems the past administrations at the West Texas State School chose to hold up the mail to many youth. Families tell youth they sent mail, but why believe the family? Now the feds are involved again, since so many letters from 2005 and up were hidden from youth. WOW. How can all this mismanagement go on, under the new management? Why should these kids get their mail in TYC? Administrators used to hold youth grievances for months, sometimes never answered them..... as punishment for writing the grievance. I guess they denied giving the youth letters also, as a form of punishment. It shows who has the real power, to these twisted-minded TYC administrators. The word was given to shred the letters -evidence; but a staff tipped off the Rangers. Go Rangers.
Which top officials are protecting and promoting known child abusers in TYC? Who is protecting the protectors? Where does it stop? Who can correct this unnatural situation, if anyone even cares anymore? Is it back to the TYC of five years ago? Can the new really be the old in disguise? It surely appears so. Journalistically, put the full title of the organization at first reference. Then, you can use acronyms. Also, next time, do not assume everyone knows what you are talking about. Write it as if you are filling EVERYONE in on the story. Thanks!
