The police could only issue a permit if the Law and Human Rights Ministry had legalized the party, he said.

"They wanted to use the building to declare a new party. However, they have yet to secure a permit from the Law and Human Rights Ministry. That is one of the reasons why we banned them from carrying out the activity," he said.

Dita Indah Sari, chairwoman of the Papernas advisory council, said there had been no good reason for the police to ban the rally.
