Should child-care providers be licensed and regulated?

Any program providing care and education to children from two or more unrelated families should be licensed and regulated; there should be no exemptions from this principle.

In addition, states should establish complementary processes for professional licensing of individuals as teachers, caregivers, or program administrators.
