about this unfortunate event.* Public pressure mounted. Realizing that
an investigation of the Pearl Harbor attack could not be averted, the
Administration jumped the gun and set up a Committee which they thought
they could completely control. Plans were made to rush this
investigation to a hasty conclusion. An Administration-approved staff
