Surely anything is better than not qualifying at all in a major tournament.

FA sets England semi-final target
England boss Fabio Capello Capello has only been in charge of England for two matches

The Football Association has set England coach Fabio Capello the target of reaching at least the semi-finals of the 2010 World Cup or Euro 2012.

It also aims to have the National Football Centre (NFC) at Burton up and running in two years' time.

An international performance director to oversee all the national teams below the senior men's side will also be appointed by the FA.

England have not reached the last four of a major tournament since 1996.

606: DEBATE Is this a realistic target?

Terry Venables' side made the semi-finals of Euro 96, but lost to Germany on penalties.

Capello has only been at the helm for two England matches but the FA's "Major Milestones" report makes it clear what is now expected of him.
