Is India banned from the World Cup?

I always question why India does not participate in the World Cup. I asked my friend why it is not. He told me that India is banned for reasons of magic Indian players produce. He told me that when India team plays with others, the opponent team members perceive thousands of balls in the field. Is that real? I could not believe him until I prove it from many others.
