Why only Ishant got Punishment?

Why only Indian players are getting punishment? Why not Andrew been given Punishment? Such question raised today during Cricket match India Vs Sri Lanka when commentators were discussing the penalishing of Ishant. Their view was that Ishant Sharma was not the one to do it .It was Andrew who encourage Ishant to do it. So this means Indian Team is getting injustice
