Stephen Harper loves his kitten, Cheddar. So he decided to use that opportunity (his love of animals in general and for Cheddar in particular) to do a nice photo-op and soften his image a bit. Maybe even endorse the humane society. As Frank so eloquently put it,
His little cat Cheddar is very cute, but I'm still not convinced that Harper isn't a scary deathbot.
