Is April 1st a legally accepted fooling day?

I hear individuals fooling or cheating other individuals without fear of consequences on the 1st day of April. Before three months this year on the 1st of April, a friend of my friend told my friend through phone that his mother, living 500Km away from where my friend resides, has passed away. My friend was not aware that it was April 1st and he went to the region his mother lives for burial crying.

After he arrived there, his mother was alive and when he asked his friend why he did like that his friend responded to him that it was April the fool. My friend did not accuse him despite my push to accuse him. But is fooling people on April the first legally acceptable? While the fooled suffers those fooling enjoys. Is fair that the fooled should suffer so much!!!
