Austrian Josef Fritzl may be charged with slavery

The Austrian man who held his daughter captive for 24 years and fathered seven children with her may face slavery charges, a prosecutor said Monday.
St. Poelten prosecutor Gerhard Sedlacek also said authorities hope to have a series of formal charges ready by the end of September and that a trial would likely begin in December.
According to the article, he faces 20 years in prison.
My thinking on this - 20 years? His daughter spent longer than that locked up in the basement (24 years)- and when you add the lives of the children who were stuck down there as well - is 20 years fair? Things that make you go humm.
