This is not a cigar shape craft it is actually a saucer or disk it is moving extremely fast at the same time it is flipping over on its self moving back and forth, the light you see is the plasma created by the movement of the craft the craft is cloaked but you can still see it's signature the round shadow on the edge of the Brightest part of the light when you slow it down.
