A Montreal man bought a Super 7 lottery ticket containing all seven winning numbers. One small problem: he bought it just seven seconds past the mandatory 9 pm cutoff time.

After being warned by a store manager that time was running down, Joel Ifergan quickly asked to buy two tickets for that night's $27 million draw.

But one of the tickets popped out of the machine at seven seconds past 9 p.m. -- that's seven seconds after Loto-Quebec's deadline.

"I asked him, 'You want to cancel it?' (and) he said, 'No, I'm going to keep it,'" Iranpor said.

"The next morning he came back with a long face. I said, 'What happened?' (and) he said, 'I got all of the seven numbers.'"

Ifergan believes that he, in fact, bought the tickets in time and that a 10-second delay in transmission time is what caused him to miss the  9 pm deadline. He is looking to file a lawsuit against Loto-Quebec.

"My purchase and request for the tickets was done, if we calculate it backwards, approximately 8:59:43," he said. "Due to transmission delays it was processed at 9:00:07."

I lost 68 million dollars by playing the same numbers each night but the one night all my numbers came up, I didn't have the money to play because my dispatcher had shorted me on my check.

you think I wasn't livid?

if they pay (Loto Quebec) everyone should buy thier tickets as close to the deadline as possible to increase their odds of being able to play two games instead of just one. For that matter all past winners who just missed by seconds (regardless of the amounts involved) should files lawsuits. Hey maybe a class action suit is in the works on behalf of all? No way folks, he’s going down in the books as being 7 seconds too late. Should have got out of bed earlier that day!

Best thing to do is make sure you play EARLIER from now on!

Better yet, save your money because hitting all numbers TWICE will likely NEVER EVER happen. Sorry guy, shit happens.

What really matters, legally speaking, if when the transaction was made. Now, to the lay person, this may seem like a simple question, but in legal terms it can be extremely complex.

So the man has a legitimate claim because it's an area of the law that isn't crystal clear. Hopefully, that case will create enlightening jurisprudence as to exactly when a contract (in this case, a consumer contract) is, for legal purposes, formed.
