[This is a promotional essay rescued from the shut-down website sexandmycitywilmingtonnorthcarolina.net via the Internet Archive.
It appears Ms. Moore has abandoned the release of her book, and has gone "underground". She can be seen in this video release by Marshall Thomas, stating her case as a Targeted Individual under attack by microwaves, etc:

Police, Pedophiles, And Politicians

Wilmington, North Carolina is the personification of gracious living, southern hospitality, gentility, and charm. It stands like a grandiose sovereignty on the banks of the Cape Fear River. It is recognized as the "City of a million azaleas and the Hollywood of the East. It is the home to Screen Gems Studio and the fastest growing university in the South.
It is the vacation destination of millions who come to bask in the sun on the dazzling shores of the Atlantic Ocean and to take a trip back in time as they stroll the brick streets of the old historic district beautifully restored to resemble Americas Colonial Era.
Wilmington, North Carolina reigns as the economic and cultural heart of southeastern North Carolina.
Wilmington is also home to the 2nd highest crime rate in the state of North Carolina. It is the home to a police department drowning in allegations of brutality, sexual misconduct, and cover-ups. It is the home to a department that has had six chiefs in eight years; some of whom were ineffective because they were mired in the three Bs: babes, booze, and boys.
My beautiful and historic city has also become a haven for pedophiles. My friend, Joyce, revealed how several high profile attorneys in our state travel with young boys wherever they go. A business woman was found guilty of 55 counts of sexual harassment and some of the victims included children. Wilmington was the home to a police chief accused of pedophilia in a book entitled, The Franklin Cover-Up, written by former Nebraska state senator, John W. DeCamp.
Bob Wadman was selected as the chief of police in Wilmington ,NC following a national search that cost over $100,000. Mayor Betz and Councilman Snyder were relentless in their pursuit of his selection and presented him as an author, a scholar, and a gentleman. Unwittingly, the Council voted unanimously to appoint Robert Wadman as our chief.
Chaos reigned supreme in the department for five years amidst rumors of threats, intimidation, and sexual exploitation sparking the birth of a very perverted police underground newspaper. A retired WPD sergeant shared with me his concern about the police department's Explorer program after young men who were escorted home by the chief suddenly withdrew from the program.
Two former officers shared information that one of the highest ranking officers in WPD today is an accused pedophile. These two young officers soon left the department. One was lucky
enough to earn a PhD and gain employment in a college in South Carolina; the other retired at age thirty-six on disability after he suffered a nervous breakdown.
The latest departing chief left a memo with the following quotes: I would describe the PD current status as coming apart at the seams, and referring to a fellow officer, I would recommend he be moved to professional standards for his own protection. The officer who needed protection was jokingly referred to as Mr. Clean. Fortunately, the recently hired chief appears to be a man of character, but bets are being taken about his longevity on the job.
Across town stands the county jail under the supervision of the sheriffs department. It is pretty common knowledge that a night in the county jail could prove to be deadly. But not to worry, investigations regularly exonerate law enforcement of all wrongdoings.
The sheriffs department is also the home of deputies who engage in sex with the inmates and provide them with their drug of choice. This is hardly the environment to nurture rehabilitation among the inmates, but should one of the guests acquire a conscience and decide to talk about the activities, deputies have warned them that Speaking out could be dangerous to their health.
I became embroiled in this sick world when a parent asked me to help her get a copy of a police report that she had filed following the molestation of her 12 year old son by the executive director of an after school program funded by the city. It took two frustrating years to get the police department to acknowledge that the parent had filed numerous complaints, and a police report was finally issued. I then worked relentlessly until the city ceased funding the agency and the school system withdrew its support and its students from the program, however, no one was ever prosecuted, and the perpertrator still works with children in Wilmington.
I continued to seek justice for the young man and turned to our former sherriff, who cooperated fully ,and assigned his best man to investigate the incident. I realized the power of the pedophiles in our community when the deputy (his best man) assigned to the case became ill and lost his job shortly after he began his investigation. Midway through the sherriff's next term, he quietly resigned.
I mourn for my Church that has suffered scandals in the past, but none as reprehensible as the "pedophile priests". Their actions destroyed many young lives, brought disgrace on my Holy and benevolent Church, and perpetuated further intolerance of the gay community.
Statistics over the years reveal that 1.8 per cent of priests are pedophiles; while 7 percent of the general population are pedophiles. Statistics also confirm that 1 in 3 girls will be molested before their teens and 1in 7 boys. Ninety percent of the offenders are men. Do the math. I have many gay friends who would never harm a child. The pedophiles that I am aware of are
college professors, clergy, attorneys, judges, doctors, and other professionals; most married with children. This group seduces their victims with money, power, and drugs .They are never seen snatching children off of the street and the victims, mostly young boys, are ashamed to go public, but the pedophiles' actions are creating a generation of predators who will continue to kidnap, torture, and rape our children
.Today, in Wilmington, there are known sexual predators serving in positions of power in some of the city's oldest and most prolific children's organizations. It is a recipe for disaster.
While many other states grapple with ways to protect our children against pedophiles, including the implementation of public identification and tracking, our own legislator, Thomas Wright ,is introducing a bill in the State Legislature that would expunge the records of convicted sexual predators.
Sex And My City will astound you as it reveals the dark and clandestine face of political corruption, anarchistic law enforcement, and pedophilia and in a beautiful, traditional, and historic southern city.
What is more startling is to understand the methods that these groups will employ in their efforts to remain anonymous. They utilize any means necessary to prevent disclosure, including harassment, intimidation, illegal wiretapping, surveillance, and character assassination.
On a cold November night my world finally collapsed when I was arrested, handcuffed with my hands behind my back , and tossed into the back of a police car with the orders to Slide your fanny over.
At the police station, I blew .00 TWICE on the breathalyzer and the officer insisted on the arrest. I was further humiliated when at age 62, the magistrate required that I be released in the custody of my sister. The CityManager ,Sterling Cheatham, informed me that the sheriff Sid Causey, had orchestrated the false arrest. If I had any doubts about the Manager's comments, those doubts were dispelled when the sheriff promptly hired my arresting officer, Paul Nevitt.
But I am not alone. The pedophiles use police to arrest informants everywhere. Mexican journalist, Lydia Cacho, was falsely arrested, blindfolded, and driven over a thousand miles with a gun to her head because she exposed the pedophile crimes of a wealthy businesss man now living in the US. Her story chronicled in her book, Demons of Eden, sold 40,000 copies the day that it was released in Mexico and is scheduled for release in the US later this year.
<>My only crime in fourteen years on Council was to protect neighborhoods, the poor and elderly, and our children.
For my dedication to these issues my business has been destroyed and my character assassinated with the help of the local daily newspaper. I have been harassed by law enforcement, impeded and harassed by powerful law firms, abandoned by family, friends, and neighbors, and smeared politically and personally on a regular basis by Chuck Reiz and his staff at the Star News.
Irionically, I have only met Mr. Reiz one time.
It is apalling to learn that our "justice" system is manipulated and controlled by powerful law firms and insurance companies. They have the ability to make judges cringe and law enforcement;local, state, and federal turn a blind eye to the crimes of predators and deny justice to those who challange the system. The City of Wilmington, under the leadership of city attorney, Tom Pollard, hired three powerful firms that the taxpayers are supporting. Hedrick&Eatman, Crossley&McIntosh, and Cranfill& Sumner were hired to defend the city against my civil suit. However, those firms have the power to prevent me from acquiring legal representation, to prevent my two children who are law school graduates from moving on with their careers, prevent judges from allowing me a jury trial, and block all of my efforts to gain employment. The city is not paying for justice but judicial influence. How much is all of this costing the taxpayers of Wilmington? The citizens have a right to know. Murchinson, Taylor and Gibson have their own issues with me that I am challenging in court. The question is how much do these firms know about Wilmington's sexual history? Are they just on the payroll or are they willing participants in this sick world.
Journey with me in Sex And My City as I reveal the sick abcesses of the minds of pedophiles. Discover what happens to anyone who dares to expose this clandestine world.
Experience the justice system in our country as I share my experiences over the last year with eight judges who make justice an illusion. Read in disbelief how I was denied a jury trial twice and how judges ruled on my cases with reckless disregard for the facts. One judge would not even allow me to speak and dismissed my witnesses at the request of the oppossing counsel.
My book will give you the opportunity to see the legal briefs that I was not allowed to present to a jury. Learn what you can expect at the hands of these eight judges if you should seek justice in our legal system once you have angered the the wrong people. Recognize the
ramifications of one federal judges's decision that essentially said that a single drink or a false tip from a fellow officer gives the police the right to stop, interrogate, and arrest. The chapter entitled, You Be The Judge will give you the opportunity to review my cases as I was never allowed my day in court before a jury.
Share with me every chilling detail of the night of November 6, 2002 when I was arrested and hauled off to jail.
Read the chapter entitled simply, SICK, as I reveal the unbelievable crimes of the pedophiles and their supporters, including a visit by five Homeland Security agents on January 20th of this year who breeched three levels of security and entered my apartment in Florida. Could it be, that I pose a threat even to Brian Doyle, the Deputy Press Secretary of Homeland Security who was arrested for pedophilia, but still remains on the job on administrative leave?
When I questioned how Homeland Security could be admitted onsite without a court order, I was told that they came to our marina by a Homeland Security boat and simply walked into my apartment.Your tax dollars are at work. Today,I live in fear of our own law enforcement, FBI, CIA,and Homeland Security
I have received death threats and death attempts. The lastest incident occurred on December 26, 2005. As my daughter and I traveled to Miami on a very busy I-95, a tractor trailer came across a forty foot median directly at our car even when we moved. It took several strategic maneuvers to avoid a head on collision. The truck continued down the highway in complete control ,never threatened the safety of another vehicle, and the patrol car following us simply sped off.
I continue to ponder if the groups and individuals who have worked so hard to destroy my life and my credibility are unwitting pawns
of the pedophiles or sympathizers or participants?
Read in disbelief how the mother of an abuse victim who sought legal intervention for her child was frightened into silence when she was given the opportunity to speak to a group organized for her benefit.
Read about the living "Angels" in Wilmington who have been sent into my life to help me through this time.
Read how the legal system in this country continues to protect this powerful , wealthy, and multi-racial group. That is evident in the continued light sentences, low bails, and hesitant prosecutions.
Read about our Justice Department , our government leaders and the FBI who continue to turn a blind eye to these predators.
Finally, read in amazement the chapter entitled "Don't Blame The White Man" as I recall with sadness the death of Martin Luther King's dream at the hands of the African-American community. Many young educated blacks have embraced this world of pedophilia and child pornography.Others languish in apathy as they pursue their own personal goals of avarice and decadence.
If the vivid portrayal of my hometown frightens you, imagine what can happen to anyone who dares to challenge the system of debauchery, corruption, and lawlessness. I did that and here is my story.
I am also telling my story in the hopes that my city will rise to the ocassion, ask questions, take action, and prevent the further exploitation of our children.

Ex-councilwoman's book claims to reveal shocking secrets behind official Wilmington
By Ken Little

'You Be The Judge'

It has all the elements of a classic potboiler, oozing with sex, corruption and conspiracy in high places. A new no-holds-barred book written by former city Councilwoman Katherine Bell Moore is in the works and sets its sights squarely on personalities in her home town.

Sex And My City: Wilmington, North Carolina takes on the Wilmington Police Department, New Hanover County Sheriff's Office and former city officials. Moore recently indicated on a Web site promoting the book that it would be available for purchase this week. In a brief telephone interview Tuesday, Moore confirmed she is the author but declined to say when the book would be published or answer other questions.

Moore pulls no punches in describing the contents.

"Sex And My City will astound you as it reveals the dark and clandestine face of political corruption, anarchistic law enforcement and pedophilia in a beautiful, traditional and historic southern city," Moore wrote.

Moore, in her 60s, was first elected to the council in 1991 and was re-elected three times. She also served as mayor pro tem. Moore was defeated in a re-election bid in October and moved to Florida soon afterward.

Wilmington, Moore wrote, "is the personification of gracious living, southern hospitality and charm," yet is also "the home to a police department drowning in allegations of brutality, sexual misconduct and cover-ups. It is the home to a department that has had six chiefs in eight years, some of whom were ineffective because they were mired in the three B's: babes, booze and boys."

Wilmington "has also become a haven for pedophiles," wrote Moore, who makes reference to public officials she claims have been accused of related crimes.

Police Chief Ralph Evangelous "appears to be a man of character" and is not one of those targeted in the book, which is highly critical of local law enforcement. Evangelous recently read the outline on Moore's Web site.

"I'm dumbfounded. I'm reading this and saying, 'Is this the same place I live in?'" said Evangelous, who came to Wilmington two years ago, after many of Moore's well-publicized difficulties with the police.

"I had a working relationship with her. I had no problem with her," Evangelous said. "It's an interesting overview."

Moore filed a civil lawsuit in 2003 seeking $15 million in damages from the city and individual police officers for violating her state and federal civil rights after a November 2002 traffic stop by Wilmington officers. Moore was pulled over on suspicion of driving while impaired after leaving Henry's Restaurant off Shipyard Boulevard. She was arrested, handcuffed and taken to the New Hanover County Sheriff's Office, but the charge was later dropped.

In July, a three-judge U.S. Court of Appeals panel affirmed an earlier U.S. District Court judgment dismissing the lawsuit.

One chapter in her book - You Be The Judge - is about her arrest and subsequent experience with the legal system.

Moore claims the sheriff's office "is also the home of deputies who engage in sex with inmates and provide them with their drug of choice." Sheriff Sid Causey and Chief Deputy Tom Parker recently declined to comment on the book.

Moore also takes aim at former Wilmington police Chief Robert Wadman, who she wrote "reigned supreme in the department for five years amid rumors of threats, intimidation and sexual exploitation ."

Wadman, who was chief in the 1990s and is now a criminal justice professor at Weber State University in Utah, did not return a message left Tuesday on his work telephone.

Moore is also the author of Under Oath: Memoirs Of An Honest Politician, self-published in 1999 and written under the name Lee Bell. The "nonfiction novel" details allegations of fraud, incompetence and perversion in the government of a midsize North Carolina city called Riverton. The book also describes a 10-year campaign of harassment and surveillance against the unnamed female narrator who sits on Riverton's city council.

"I have received death threats and death attempts," Moore wrote on her Web site.

Former Wilmington Mayor Don Betz said he didn't know anything about Moore's new book. He served with Moore in city government in the 1990s.

"She was an outstanding person in the community at that time as well as a successful business person," Betz said Tuesday. "She's got an outstanding resume, but there are some incidents that can just be explosive."

Current Mayor Bill Saffo said there has been talk around town about the new book, but he was not familiar with the subject matter. Saffo said he read Moore's first book.

"I think it was an interesting book, and if she comes out with another book, I'd probably read that one also," Saffo said. "Some of the comments that I've heard are the people are looking forward to it."

Moore's Web site promoting the book is www.sexandmycity wilmingtonnorthcarolina.net/
