To stop or not to stop are drivers above the law?

There seems to be a blatent disregard for the simple message behind the red octogon aluminum sign that is boardered by a white solid outline and has the word stop plainly across it.  Here in the City of Toronto I have noticed that the drivers of Toronto have either forgotten or don't care what this iconic sign means.  I bring this up because on numerous occasions just this past week I have nearly been fishboned proceeding through a 3 way stop near my home.  let's examine the message behind the sign shall we?

It means stop for a full three seconds.  Atleast a few years ago these same craptacular drivers would grace you with a rolling stop.  Nowadays however it's more like these drivers are most likely to bull through a stop sign with no sense of safety.  As a concerned parent , fellow driver , much often pedestrian , I feel it will be a matter of time before a serious accident or fatality will occur if this matter is not addressed.  I urge you to monitor your city's driver and see if this is only a Toronto problem.
