UFO or Shape Shifting Aircraft Toronto??? July 21 2009

I was skywatching last night and noticed this erracticly flying object in Toronto.  It propmted me to reach for my video camera and film this strange aircraft or UFO.  A vehicle that seemed to change size, direction and shape throughout the footage.  I am wondering if this is why the unmarked jetplane was here in Toronto last week.  Perhaps this is some sort of experimental aircraft.  Or is it a UFO shape shifting to disguise it's appearence. Strange no doubt , I am certain however that this is not a typical helicopter or standard aircraft as you will see .
