According to the Swiss newspaper Tagesanzeiger, Federal Councillor Blocher informed a parliamentary commission about the status of Swiss - US collaboration in fighting against terrorism as defined in a secret agreement dubbed OWA (Operative Working Agreement). Mr Blocher expressed his disappointment about the one-way approach the Americans took to gathering information: they copied and transferred to the US all the information they could lay their hands on but Switzerland received virtually nothing in return. Mr Blocher disclosed to the commission that the FBI has two resident agents in Bern, who have full access to the files of the Swiss Federal Police and other sources, and Switzerland has two agents in Washington who complain about being almost totally cut off from US sources. Mr Blocher announced that the Swiss government wants to re-negotiate the agreement with the US government.
