Stamp to lick mail tricksters

"A TAMPER-proof stamp is being introduced to stop cheats peeling off and re-using old ones. " This will certainly prevent the re-use of stamp. But what will it affect stamp collectors then? Sure we wouldn't want to collect stamps with two holes.
