A four-man, five-woman panel deliberated just under four hours in March before finding the School Board, Superintendent Lloyd Lindsey and Principal Michael Thornhill violated Payne’s First Amendment rights, harassed her about altering the grades and retaliated against her for refusing to do so and for speaking about the matter to the news media.
