Voters used paper provisional ballots instead of these machines for 45 minutes this morning because of a technical problem. Voting for the 2006 midterm election campaign started this morning all across the country. Ohio is widely considered a battleground state in an election where the Democrats are poised to take seats in the U.S. Senate and House of Representatives, according to most polls.
