I for one am not.
The argument that opening up flickr for video will lead to an onslaught of crap, porn, puppies/kittens and happy shiny people is pretty weak, considering that we get that now. The operating parameter of "beauty is in the eye of the beholder" has not changed - you don't want to watch, move on.
The argument of bandwidth issues is a fairly legitimate one; however, we cannot control that - that is up to the minions of flickr-land. All we can do is call them to task when they screw up (remember the database upgrade - sloppy, sloppy, sloppy).
In the interim I suggest you get out there and view a couple of moving pictures (I mean what is video/film other than a series of stills strung together, hopefully in an interesting, informative and entertaining way?) and judge for yourself.
I know I will be doing exactly that and even on occasion subjecting you to one of my films...
