Alexa has announced a new ranking system for the web. That after several months now the new Alexa Rankings System is available.
Developing the aspects of gathering data and information about websites, was the major step Alexa made toward the new system, through surveying and questions from the Alexa’s toolbar users who started to see that the internet and website’s popularity is further more than a sign or an indicator on a toolbar.
A huge confusion has already began, as for users who are concerned about the change in their rankings and which is the right rank from the wrong?!!
“The new rankings should better reflect the interests and surfing habits of the broader population of Web users” Alexa has stated, so the old ranking wasn’t wrong, it was only different. The users’ interests and surfing habits could differ from those of the general population in a number of ways. Alexa’s new system is adjusted for situations in which they could matter.

I still have no idea who uses Alexa or what their rankings actually mean. I just read the post you've linked to and I don't have any more of sense that their new system is an improvement and, apparently, neither do users:

Yea, it sounds like Alexa is in turmoil. The problem with Alexa stats is that they are (or were) only measured from data taken from those using their toolbar. So it's a defined audience vs. a diffuse one.

Interesting stats: because the issue was recently raised here, I ran now public and newsvine. The stats for six month reach and rank are especially telling.

But I couldn't figure out what's changed.

you can notice that Alexa itself has stated that they are hiding no secrets about their new system, which is all about the basics mentioned at the end of the article, plus, since Alexa is one of the world's leadest websites that offer websites' rankings which are most responsible about the popularity of a certian website. and such providers have to regulary develope their services for the maximum accuracy as mentioned in the title. for the honesty with users (per-millions) matters first-place.
