The Accelerated Retirement of Inefficient Vehicle Act of 2009 H.R. 520 and it's companion bill S 247 are expected to pass.

Which means anywhere from $3500 to $4500 will be passed to the dealer to reduce the price of a new car as long as the old car gets 18 mpg or less and the new replacement car gets 10 mpg more than the old one.
