This image might not be all that interesting except for the car. It appears the Vivitar Mini Digital Camera skews moving objects in a manner similar to slit-scan photography. The camera, it seems, scans the scene before it from the top to the bottom at a speed slow enough that the top of an object in motion will appear to lag behind the bottom of the object, so the object seems to tilt away from the direction of the motion. Meanwhile, all objects not in motion remain undistorted (albeit fuzzy, thanks to the low-resolution camera).
Take a look at this image, which the above image resembles slightly (though the linked image appears to have "scanned" the scene in the opposite direction, from the bottom to the top).
