Is it not good for the UN to have tech monitoring agency?

Technology need to be monitored by an independent international body before it is launched. This is because some technologies may be disastrous to mankind; for example nuclear for war purpose.  Therefore, nations of the world should for an independent technology monitoring agency under the UN.

What happens, for example, a technology of flying objects is invented and our atmosphere polluted and crowded by flying object traffics. I think the disadvantage of such technologies outweighs the advantage. Another example is manmade bios like the synthetic bio created months ago. Such technologies should be monitored before launch to the market.

It is true that nations may have technology monitoring agencies. But the interest of a nation differs from other nations. Thus, technologies suspected of impacting on human life need to be monitored.
