Mind Control In Delaware

This is a copy of a letter that was sent to the Delaware legislature in July 2008, and I have not yet received a reply from any of them which is understandable due to their openly endorsing the use of this technology on anyone and everyone. 


Directed Energy/Neurological Weapons Operating In Delaware, And We Know The Perps!!!‏

In March 1997, the state of Delaware allowed its correctional officers to activate a surveillance system that in reality was and is a Directed Energy/Neurological Weapons Systems that enabled them to invade anyone's privacy without their being aware and to subject anyone and everyone to painful sensations that are torturous.
This system allows them to invade a persons mind and to inject foreign thoughts that people unknowingly interpret as their own.
This is easily proven here by the sudden occurrences of inmates committing suicide after the activation of this system.
If the medical records are examined it would prove that after the activation of this system that an unusual and otherwise unexplainable number of people were diagnosed as being mental health patients when in reality this system with its capability of altering a persons mind (mind control) was the cause.
I presented this same observation to a senator here many years ago to validate my allegations but I have not yet received a reply.
They are also able to torture an individual by subjecting them to pain that can and does result in death.
Death is caused by disrupting the normal operation of internal organs and/or interrupting the electrical signals sent to the heart causing it to become out of rhythm resulting in a heart attack and subsequently death. 
Demetrius Caldwell, was a young man with no health problems whatsoever prior to being incarcerated yet he died and the Medical Examiner could not determine a cause of death.
An example of its ability to invade a persons privacy can easily be proven by the Tom Capano case.
A guard by the name of Fred Way, who was assigned to the pod where Tom Capano was housed stated in court that he heard Capano talking through his vent to another inmate and that he then activated the intercom system to listen to what was being said. 
He became aware of them using the vents he stated because the light on his control panel illuminated indicating that they were speaking through it. This is a lie, and he should have been charged with perjury for stating that under oath.
The control panels in Gander Hill only indicate as to whether or not the doors are secured. Two lights per room, red (unlocked) and green (locked).
Also in the Capano case there was a reference made by the News Journal reporters that it was as if they were inside of Capano's head and knew what he was going to do before he did it, due to every time that Capano attempted to present a motion the prosecution team was prepared and took turns standing to argue their opposition to the motions and won their arguments.
They actually were inside of Capano's head and knew what he was going to do before he did it.
When this system was activated they used it as if it was a toy and even allowed medical personnel to have access to it.
There were three guards in particular who stood out for their sadistic use of it and they are J. Jackson Jr., Ryder from Dover and Battles who is either Jamaican or Haitian.
Battles talked very little due to his accent being easily detected.
When the system was first activated the guards did not bother to activate the voice modulator to change the sounds of their normal voices and as a result some of them were recognized. 
J. Jackson Jr. at that time was logging massive overtime because of his fondness for being at the controls of this system caring not of the impact that it was having nor of the long term plans for what they had unleashed not only on the citizens of the Delaware but on innocent law abiding citizens elsewhere as well.
Ms. Bonnie Kerness of the American Friends Service Committee-Newark, New Jersey branch made me aware of what it was in February 1998, and advised me to contact Mr. Harlan Girard of the International Committee on Offensive Microwave Weapons that is based in Philadelphia, Pennsylvania.
I have now heard from or know of people from all around the world who have listed experiencing the same symptoms that I wrote of in 1998 and 1999, prior to having access to a computer. 
Many people have been diagnosed as being paranoid schizophrenic due to the effects created by this technology mimicking symptoms similar to that mental illness. This is no coincidence and it was designed specifically to make those who do complain to be labeled schizoid to discredit them.
Lynn Surgalla, the former vice president of the United States Psychotronics Association wrote a report for me to submit as evidence in my most recent civil rights complaint but the judge refused to allow it in and dismissed my case. 
This is the same judge who has ruled on every civil rights complaints (4) that I have filed dating back to 1997, in regards to the misuse of this weapons system. 
What are the odds of the same judge picking up four (4) civil rights complaints filed by one person over a seven (7) year time span? (Las Vegas could not set odds for that occurring.)
I have correspondences to judges, motions submitted to the court, calendars that chronicle events and names, grievance stamped by Paul Howard stating "Special Program" and individuals who know some of what happened with it all touching on this technology and pointing directly to the correctional officers. (Paul Howard was the Bureau Chief of Prisons who retired when things heated up a few years ago.)
Many people were and still are unknowingly being influenced by this system not even realizing that at anytime they could be on the monitor of the perps having their most intimate and private actions observed.
How many other court cases were unduly influenced by agents of the state using this system to gain an unfair advantage?
How many lives were destroyed as a result of this system?
For all of those who practice law, I wrote back in 1998 that the lawyer-client confidentiality privilege had effectively been eliminated and that lawyers and clients are unaware of that fact. 
It appears that the staff has finally decided not to coerce anyone else into self harm since the young man from Chester, Pennsylvania (Ardonis Gilbert) decided to skinny dip in mid winter immediately after being released from Gander Hill.
The circumstances surrounding that are muddied even more due to the fact that the staff refused to release him to his family when they came to pick him up but after they left he was released and immediately went to the river a short distance from the prison and jumped in naked to take a swim.
I can personally state that they did all that they could to coerce me into self harm and even attempted to get me to write a letter for the Warden (Sherese Brewington-Carr) stating that I was scared and was going to harm myself. I refused.
They applied the label of suicide (and many others as well) to me to attempt to discredit me despite my never having attempted to commit the act and never having a psychiatric evaluation performed by anyone inside of the prison. 
Numerous times I had been urged to hang myself because it was the best thing to do, I would be doing my family a favor, no one cared and many other negative statements hoping for me to actually attempt suicide. 
Fortunately for me my mind was stronger than that, but it is obvious that all were not or else there would not have been a sudden and as they say unexplainable increase of suicides in the prison system. 
In actuality it is explainable and that makes it even the more disgusting because they were not suicides but murder. 
Some might say how can I say murder when they hung themselves.
The answer is simple, assisted suicide is murder. Coercing someone into terminating their life is murder. Preying upon the handicapped and forcing them into ending their lives is murder.
I pray that the senator who said that he was going to forward my messages to the Delaware State Police will do so because crimes have been committed and are continuing to be committed. If that particular gentleman does not do so maybe one of the other elected officials will step up and show that they care.
I have heard it said that those in Dover know the Constitution and the law because they are making the laws.
To that I must say, then why do you allow the law to be broken via this system? Why do you allow the perps to treat the Constitution as if it was tissue paper? Why not create the law to make the use of this class of weapon here a crime? Don't you consider this class of weapon to be more dangerous than a taser? (A law was passed to make possession of a taser a crime.)
Harlan Girard wrote of how this class of weapons acts at the speed of light which is faster than a speeding bullet.
I won't even go into the International laws and treaties that are being broken by allowing this system to remain operational. 
Please get the Delaware State Police involved because Mark Conners of the Attorney Generals Office attempted to do so in 1998, responding to my letter and was lied to by Internal Affairs of the Department of Corrections and Jim Lupinetti.
