Cobourg, Ont. %u2014 A state of emergency will remain in effect until noon Tuesday after being declared Monday by the mayor of this eastern Ontario city when a raging fire at a plastics plant sent orange flames and thick plumes of black smoke billowing into the sky.

Businesses in the industrial park where Horizon Plastics is located and two schools were evacuated as at least four fire departments, including Cobourg's, battled the blaze for hours into the early evening.
