McCollum wrote an 8 point memo on how to force Japan into war with US.
The next day FDR began to put these 8 points into effect. FDR knew
about the Pearl Harbor attack in advance. He failed to warn the
Hawaiian commanders. He had false information sent to Hawaii about the
location of the Japanese carrier fleet. FDR needed the attack.
