MIAMI A small tropical depression formed late Sunday in the Atlantic Ocean northeast of the Leeward Islands, forecasters said. The depression had sustained winds near 30 mph (48 kph) and could strengthen into a tropical storm Monday, according to the National Hurricane Center.
