I find that truly shocking. I'm really uncomfortable with equating being black with being dirty. Also, to quote the film The Last Supper, "Africa is a continent", which is to say that it is not a homogenous whole. I see what UNICEF is getting at, but it seems really misguided, like when Cartman dresses up as a klansman in South Park.
