Although it seems as if it was a domestic problem of the Ottoman Empire, since the time it first emerged, the Armenian problem has always been closely related to foreign affairs and always more than one countries were involved in the matter. Armenians have been one of the significant ethnic groups of the Ottoman Empire and for many decades during which they did not claim any separatist-nationalist demands, benefited from vast religious and social freedoms given within the national classification of the empire.
