Who Warned Willie Brown Not To Fly on September 11?

I do not subscribe to conspiracy theories about September 11. I find, however, somewhat strange this September 12, 2001 article from the San Francisco Chronicle. It describes how, eight hours before the attacks, then San Francisco Mayor Willie Brown received a mysterious call informing him Americans should be careful about air travel.
