This photo was take at the Coconut Grove King Mango Strut Parade. There uniform clad woman and sign are part of the parade and is a satire of the "tasing" event that occured earlier in the year at University of Florida in Gainsville, where campus police were criticized for what appeared to be excessive use of force when they tazered him. The sign references the "Don't taze me bro" plea made by Andrew Meyer the student before he was subduded by that very method.
