The Canberra Times reports that ASIO, Australia's domestic spy agency, has committed a diplomatic faux pas after releasing secret dossiers on East Timor President Jose Ramos Horta without notifying him or his representatives first. Earlier this month, the files were declassified and released to the National Archives where they have been publicly available. According to East Timor expert, Dr Clinton Fernandes, the President Horta is a currently serving head of state and release of the files "should have been better handled" by ASIO and Foreign Affairs".
