ATM Roulette, it’s a new game at all ATMs globally. For Aliens
Money can be important that one will gamble to get it out of a machine, a machine that was not meant to be a gambling machine. However Master Card that of whom, I believe run most of the ATM machine through out the world. They have kindly provided tourist with a new gambling game. A game that test ones stress levels, concerning ones survival abroad, in a foreign county.
To play one must insert you plastic card, lets say in any foreign country, such as the Philippines.
Its become very popular, though not many tourist have cottoned on to the fact they are playing the game. In fact I am properly the only one, that has found out about this game so far. By my curiosity and talking to my Bank at home in United Kingdom, as the Banks here in Dumaguete City. They had no clue about what was actually happening it was not their fault though not to be in the know. Other than the ATM international system went down for many hours each day for nearly a week so far. But what had and is happening, is that in between these longer periods of being off line. The international system had been intermittently going on and off line for short period of approximately 5 or 10 minutes or so.
So yesterday I was one of the unlucky foreigners as every time I place my Cirrus card to withdraw cash, the system was of line. Once or twice a tourist would hit the jackpot and received a reward when the system was on line. My analysis at the time, was glean after asking a few of these lucky winners that: Visa cards where fine, it was only Cirrus and Master cards could not connect to the international system. How wrong can one be?
I see some very sad faces and one guy hit the jackpot and said he did not have a dime before his luck had changed and thought he may have to sleep on the streets tonight
However now I know how to play ATM Roulette I will be rotating in the ATM queue tomorrow. Of course I will spread the news to those tourist an fellow foreigner, what to do to win the game.
If you have friends or relative traveling or abroad could you, tell them how to play this ATM game.
I do hope the game will be stopped by some wise software programmers that are upgrading, the international ATM system. It’s not really an exiting game and possibly there may be a few people sleeping on park benches tonight as they where as unlucky as me. Stress can kill and having no money in some foreign countries, is just not an idea situation to be in.

These ATM all around the globe may not be functioning well for a while, so if you are traveling don't forget to take a reserve of cash or better still travelers cheques (checks) with you as the ATM's at present can not be trusted to be on line when you may need cash.

I have to use a cash card to obtain money from my savings bank in UK one can not trust the banks here.

It would seem that no Cirrus of Master Card Holder has been able to obtain cash at the ATM's in Asia for 3 or 4 days or so. I have spent 8 hours and about 40 attempts to obtain money out of ATMs to day. It was a total waste of time and I have had to ask a friend to Weston Union money to me in the morning. Thankfully I have some very good friends.
I gather there will be many tourist in Asia even in Honk Kong that have run completely out of cash and some possibly stranded.
What annoys me is a lack of communication from City Bank and Master card, so far I have not seen a press release prior or after this problem has occurred. A executive in the main Dumaguete BPI bank has phoned Master Card of whom said would call him back but have not responded.
This is to do with the international ATM system and many tourist rely on the system when they go abroad. Why no warnings or any reports what so ever? Don't they care about their user the ones that pay their bread and butter?
This is not the first time they have been silent when they have had big problems on the system.

Well, At least you can not spend money and may save some.
The trouble is if you do really need some to eat and live.
Worth may be the Creditors taking advantage of such troubles and demanding high interest rates.

I have won the game thanks to Master Card people on the ground in southeast Asia and an Executive in New york and I thank all of them for making sure i win every time when I play the game of ATM roulette. Also some good friends that made sure no one in my house starved, especial my Filipino friend in Cebu who sent 3000 peso's without being asked to. Its when you have no access to your money you find who are real friends.
