On Wednesday, June 17, 2009, appearing before the Senate Judiciary Committee, Attorney General Eric Holder characterized the delay in the release of the Office of Professional Responsibility's (OPR) findings regarding the Bush administration's Office of Legal Counsel (OLC) the result of administrative obstacles.

Attorney General Holder restated his intent to release a fully declassified report, denying any delay of the release being linked to objections voiced by the Central Intelligence Agency (CIA).

The attorneys of the OLC, among them John Yoo and current United States Ninth Circuit Federal Court of Appeals Judge Jay Bybee, working under the Bush administration's Department of Justice (DOJ), are credited with drafting the documents that have come to be known as the torture memos.

The memos were used by the Bush administration to justify what came to be referred to as "enhanced interrogation techniques" during the Bush administration.
