Kim Jong-il of North Korea runs a half-starved country. Without Western aid his nation cannot survive. Such leaders do not care, in case of war, whether most of their people survive so long as they (the leaders) survive and continue to remain in power. Kim Jong-il does care about himself. That's why he's so interested in making such an impression with his nuclear tests.   A  message should be given to Kim Jong-il by the West that if he starts or provokes a war with South Korea or the West, resulting in massive casualties for civilians, then he and his military leadership will be brought to public trial for war crimes, watched and viewed by the whole world.  

I assure you that the very thought of such humiliation will frighten Kim Jong-il more than a thousand U.S warships.
