You’re woman, 52 years old and you prefer topless gardening. Who’s to stop you?
The neighbors might complain, mostly wives I suspect, but you’re not breaking any laws. It is well known that plants respond to human attention. Maybe some of the plants like it.
I don’t like gardening without a shirt on because 1) I usually kick up dust and such and don’t like the way that it feels, 2) I don’t like swatting insects that are attracted to the fleshy real estate.
If you are pestered too much by neighbors in Colorado, you can always move to California where anything goes more freely.

naked gardeners welcome visitors abbey house gardens

If it were me I'd upset the flowers.
